If the casino only wants a government id card which has photo and if he volunteers to use his OHIP card as ID, the casino should accept it. The only problem is the casino wants to write down the number or not.
You can use OHIP card as id to get a library card and Ontario ID card. The OHIP rule is the OHIP number is private and only can be used for medical purpose. Companies (such as banks) do not accept OHIP card because they cannot record the OHIP number like the driver license. It is against the law if a company take down a OHIP number for other purpose.
