In both Canada and China, there must be some people who cannot and will not use computer. Computer entered the business world in 1950s, but they were main frames, which did not have any impact on the general public. First generation personal computer entered household and small business in early 1980s (1982 in my recollection). Internet became accessible and "affordable" in 1993 or so. Households in China did not have personal computers in 1982 for sure and did not have Internet access in 1993. However, penetration of computer and Internet in households after late 90s in China is at a much faster pace than that of Canada. The current penetration rate in China in urban cities is about the same as that in Canada. In rural China of course, that's another story. The newer softwares are relational databased or web based. They are designed for dummies, so even senior citizens can use computer without much hassle. Tell me who don't know how to click the button to move to a new web page in 51 to type in their opinion, and thereafter, save the page web page to complete the process. If there is, the person probably is not capable of learning anything. fg, drop your attitude.

First, should we ask the question whether we have seen any health care system in the world which has gone fully digital (e-chart)? No, not in France, USA, Korea, China, Hong Kong and Canada. Sorry, I have seen doctors in these places only. There are a few younger doctors or selected hospitals using such a system. Hong Kong is one of them, but the system still is not universal. Don't tell me in China e-chart has become universal already. I don't like e-chart. Canada started the debate about 5 years ago. Image you sit in front of your family doctor, and he is more interested in clicking the buttons. That's not human service. There is no human touch. Though now doctors focus on paper documentation, that's better than a machine. Regarding getting medical information from the doctor, the chart is the business record and the property of the doctor's, legally speaking. If you need anything, ask but you have to pay. Canada uses family doctor as the gate-keeper. When making a referral, your family doctor will provide your medical history and other significant test records to the specialist who will send his/her assessment and treatment record to your family doctor for further gate-keeping.
