Dear Sedona, a few facts for your reference:
Yours are not facts, but your opinion. I can quote you my opinion that in my department of about 500 people, nobody understands the English of an IT staff, a graduate from Qinghua, after her work for 10 years.
I was debating from a macro perspective, but you quote cases at a micro level - a mistake of either fallacy of composition or over generalization.
Though not scientific, I have observed there are far more Hong Kong Chinese than the mainland counterparts in senior managers in the government and international corporations. Just like it is my observation that western nations are still far more advanced than China, in social, legal and economic development.
Will the Putonghua community surpass the Guangdonghua community in Canada? The chance is there, since there are now far more new immigrants from mainland than from Hong Kong, so the Putonghua community will outnumber. I am not positive about other areas though.
The chance is there as well for China to outperform the western nations, in the future, not now.
Mainland Chinese keeps telling the world they will become the superpower in the future. Remain humble till you have.
By the way, 51 owner has the guts to tell us to learn from the Hong Kong community. Our attitude, however, remains.................

Let me share my conversation with some senior Ministry officers and from United Way.
Before a dinner in a conference, I talked to some senior Ministry officers responsible for funding why Chinese community from mainland China do not receive their fair share of funding. Their response was:
1. They do not see the significant difference between Chinese from Hong Kong, China and Taiwan, so the funding given to organizations managed by Hong Kong Chinese is sufficient to serve other Chinese. It is very similar to Iran and Iraqi. There is funding to the Islamic community to serve people from both countries.
2. This comment really shocks me. Chinese from mainland do not like to follow the rules of the game, so no funding for their organizations. To qualify for funding, an organization must have a proven record, but most Chinese organizations are too small, and too short to produce any proven record of service to the community. They don't know how to write a proposal, especially in the areas of output vs outcome, outcome measurement, accountability and etc. They also don't like and choose to reject the supervision from a "custodian" agency run by the Chinese community.
3. This comment explains why the Chinese organizations do not receive funding. Non government organizations (NGOs) are run by board of directors who are volunteers from the community. Their roles are to supervise but not get involved in the operation - the concept of arm's length. Chinese organizations either do not have a board or have a very weak board. Their board members also deliver services, thus causing conflict of interest.
If the Chinese community does not want to play the game according to the Ministry's rules, they can forget about the funding.

QE I, QE II and board exam 。

I appreciate your information to help the Chinese community. It is simple logic that your success doesn't mean every Chinese fellow can follow your footpath.
In my humble opinion, it is easier for immigrants from Hong Kong to "re-earn" their professional license in many fields for many reasons:
1. professionals trained in Hong Kong are bilingual. Despite their accent, it is much easier for them to adjust to the linguistic requirements.
2. Most doctors from Hong Kong have qualifications from Canada, Australia and UK. Accountants have their designations equivalent to CGA, CMA or CA. Social workers and psychologists have their qualifications recognized, though they still have to pass an examination. Lawyers are exempted from some courses, thus shortening their study time to like a half.
3. It is easier for them to regain their license because of their western education. They don't have to relearn concepts like evidence base, privacy and confidentiality, and self-determination for helping professionals, and like going concern, entity for accountants.
4. They are more willing to integrate to the mainstream. Unlike 51ers, they complain every single day.
The playground is not the same for Chinese from mainland.
