The guy own 50% of 13 million business want to be a refugee, are you kidding?
There must be something behind the scene and the immigrant Canada do not want be fooled.
难民=经济困难的人民？呵呵，难民并不是和经济困难联系在一起的。难民都是和战争、政治联系在一起的，有不少难民都是很有钱的人。只是原来的所在国无法让他顺利实现移民才会申请难民或者成为难民。
难民和移民一样，都是只是对immigrant的status的一种称呼而已！

96年被拒绝了难民申请,那这么多年,他是怎么呆下来的? 十多年黑到加拿大,而且还做起了老板,就没想过解决身份? 不合逻辑!
移民局拒绝的理由是什么? 一方面说申请团聚没给任何回复,一方面又说下了递解令,什么理由? 隐藏的信息太多了
我见过,骗婚到加拿大的,没有听说谁给赶回去了. 如果谁知道怎么赶骗婚的回去, 请告知. 对方不仅全部资料造假, 而且来了之后就消失了,随后和别的男人混到了一起,找到人后,对方气焰异常嚣张.最新了解到的,对方说自己至今是未婚,目前在大多地区寻找着更大的猎物.证据和证人一大堆,找了很多部门,政府都不理睬
加拿大收了很多垃圾进来! 玷污了多数善良和正直移民的名声!

Based on limited information, I would guess:
1. Business category application must be submitted overseas, not inland.
2. Mr. Chen was rejected in 1996. He should have appealed and exhausted all means, e.g. IRB appeal, pre-removal risk assessment, judicial review. In the past 13 years, his status has been refugee applicant.
3. IRB has rejected his refugee application. His Spousal Application is pending for an assessment. Once IRB rejects the refugee claim, there is an automatic exclusion order fo 30 days and thereafter it will become a deportation order, if the applicant refuses to leave. There has been a deportation order on Mr. Chen for at least 12 years. It seems he has tried every means to delay the execution of the order.
There MUST be something behind the scene. 50% of $13m = around 45m RMB, he is a big person similar to Mr Lai, but has much less money, otherwise he can also hire a lot of lawyers working for him. Now he has to persue political support. Politicians always look like working for 情 or 理 but actually working for 利, don't they?
