Thank you, indeed. I didn't know about the Postal Rule.
After reading the web page you included, the Postal Rule seems only apply to contract or offer, and it also must have, impliedly or explicitly, the parties in contemplation post as a means of acceptance, as the case Adams v. Lindsell stated. There is no explicit information that it can also apply to payment.
I googled on the net and it seems to tell in the private business that payment due date would most likely be the payment receiving date.

Your advice is welcome no matter in what language. However, why don'd you buy a new one for work effectiveness? I guess that old one must be invaluable and meaningful perhaps. Hehe.

他这么写一定有他这样的原因,比如,他正使用的电脑不能输入中文。我的工作电脑就不能输入中文。

I don't know if this so-called postal rule is a practice in business. As I know of, a credit company may not go by a postal mark to decide if a payment is late or not: they usually noted on a statement that the payment date is the receiving date of the payment, not the postal date. However, as I have experienced, most government practices use postal date to decide if a payment is on time or not.
But, you may know more in the business practice. I would always varify the date if in doubt.

怎么不罚别人单罚我?须知规则是死的,执行起来却有弹性,谁赶上谁倒霉。这和商家促销期间给折扣一个道理,谁赶上谁走运。律师办理你的案子也要有酬劳,300多大元里就有羊毛出在羊身上的那部分。我看你别告,想法儿去找相关的人,也许运用他们执行的弹性能减免大部分,只交滞纳金和利息。我让你别告还有一层利害关系在里头,北美信用记录非常重要,个人之间的纠纷如最近讨论的房东房客话题,就是叫三拨儿警察来也不会减双方的信用分,你这个就不一定了。等你发现有一条不良记录想修正或抹净的时候,非律师不可。那花钱就不是一个300能解决的了,而且他也不敢拍胸脯说不留记录,也许只能多写点儿备忘录类的让你少受点儿影响。英语说:“you have to pay your lessons”, 中文嘛,犯错误是要付代价的。说明白点儿就是,信用局只收集来自商家和公司企业的信息并据此给个人打分划等级。
