gifted program and other special education programs

Two major principles of education: integration and normalization.
my son's school in york region also have the mixed classes. I was very puzzle about that too. I understand SK and Jk mixes, but this school has mix all the way up to 8th grade. I wouldn't mind my son mixing with higher grade kids, but what if my is mixing with lower grade kid? I think this what most parents are worrying about. I still yet to find how do they decide who will be going to the mixed classes.
What you said about using gender, performance, and personalities as factors makes sense. Because I know it is not age, my son is late-born, and he is not in the mixed class. And it is not all by performance, because I know a kid who is doing very well didn't go to the mixed class. Since my son is late-born and seems to be a bit slower in literacy, I wouldn't mind he mix with lower graders, but if he is mixed with higher graders, I would be worried.
