If they do give Chinese Immigrants some advantages during the hiring, that's ok with me. However, it sounds sort of discriminating to others non-chinese applicants.
And, this article seems to be an advertisement. One of my friends in Beijing told me that Platform Beijing is notoriously willing to hire volunteers because they are cheap. That's make sense to me - If they run a business, that's all about money.
If you really want to help new immigrants, set up a fund or charity.
