880名公派留学人员没按期回国 要赔偿

若在出国之前签过合约的就可以要求赔偿，没签合约的就不能叫人家赔偿。谁让你当初选人时没看准人啊？

I don't think so .Before 1996 ,there ware alot of this kind of people who used the country's money ,went to westen countries and then stayed there after finished their study.They did not get any penoty for stay out side of china.
