I really agree on the author's idea( three main points). In fact, certifying the foreign training(degree or experience) is one thing, but being accepted technically or hired by the employer is the other.
Any employer wants to hire a person who can work directly for his company, or in other words, if you can bring the profit for his company, the boss will hire you. He cares more about your skills, not your certificate.
For the professional certification such as P.Eng, you have to follow it. Without it, you could not work in the name of Engineer. The employer has to hire a person with this certification unless he wants you to work as a non-engineer.
In my opinion, for the technical immigrants, the language ability is the most important of all. The language problem is the key obstacle any new immigrants have to face and cross over. When you solve the language problem, the other two will not be the problem. The day when you can complain in English as you do in Chinese, you are almost there to get the job.
I would like to suggest the new immigrants that when you come to Canada, please reset your career accordingly or zero your work history and start from the beginning especially for the guys with the science and/ or technology background; and improve your language ability.
