The 'developed' countries do not prevent 'developing' countries from becoming developed. If the 'developing' countries can not improve their people's living standard, and can not afford to consume more energy resources, they only have themselves to blame on, and should not use the climate change issue as an opportunity to rip off the 'developed' countries. The world is not equal, and will not be equal. We don't want a 劫富济贫 global policy.

回复 weinberger:气候变暖的主要责任本身就是发达国家造成的,中国对美国提出要求是基于《京都议定书》法律文件,如果这被说成是an opportunity to rip off the 'developed' countries,那将是非常危险的,因为以后法律对任何需要承担责任的富人提出要求的时候都要考虑是否被反扣上是在“an opportunity to rip off……”了。美国承担法律规定的义务本来就是理所当然的事,被别人提醒本来就应该感到羞愧,居然还有人反过来说指责他的人是在“劫富济贫”?基本的道德感都丧失了。当然,美国可以以他没有签署这个文件为借口不接受指责,那么这个富人是否“为富不仁”?而且拒不接受国际公共法律的约束呢?如果这样的话,那么“劫富济贫”也就未尝不可。
How do you define whether a country is a developed or developing nation?
A country like China which has the world's 3rd highest GDP, most rapid economic
growth, $2 trillion foreign currency reserve should natually be considered a developed country now. China can not refuse its international obligation by hiding behind the title of 'developing country' forever.
