Chinese government's number 1 priority is keeping the communist party in power forever, in order to stay in power, it needs to continue deliver rapid economic growth. So it will never do anything that could potentially slowdown economic growth.
If China continue to add tens of millions of motor vehicles every year, build factories and infrastructures like crazy, then whatever developed countries can do in reducing carbon emission is completely useless. Those reductions will be more than offset by China's emission increase. That's why we may as well not to do anything and wait to die together. Make sense?
