維也納公約处理了diplomat immunity, 保护领事避免受host country迫害,世界上没有法律说明领事应做和不应做,每个国家制定自己领事权责。你们认为中国大使只是为外交服务,可以,没问题。我知道的西方国家好像加拿大大使是为国民服务的,就是那句The main functions of diplomats revolve around the representation and protection of the interests and nationals of the sending state, as well as the promotion of information and friendly relations.
我知道的中国大使馆也有为人民服务,吃吃饭什么的,毒运轮叫统战。
还有,我们这些文盲咋有能力看維也納公約,看看维基不错了,平时我连围鸡也不看,只上多伦多那个中国网看录像。

中国使节的任务是可能只有外交加上间谍,中国海外人民生与死和中国大使无关,所以中国大使不会关心海外国民。
韩国棒子就不同,他们大使责任是照顾海外韩国人,不是单做外交 – 是我的经验。

Obviously 领事 believed that as long as he can get to the Chinese consulate, the police would not be able to do anything. That's probably why he didn't stop the car while hearing the police siren. Now think about that: If the police opened fire BEFORE he reached the consulate building, the police would have no fault at all. This 领事 put his own life at risk by acting stupidly.
回复 weinberger：It's not that obvious what the Chinese consul was thinking. He might just have been stupid. It is not always easy to guess what's gotten into a stupid guy's mind. By the way, the police is not authorized to open fire at a car without licence plate just because it refuses to stop.
