Many Chinese already on side with Conservatives, news exec says
Conservative Leader Stephen Harper announced Thursday that his government would make an official apology for the head tax of between $50 and $500 that was imposed on Chinese immigrants between 1885 and 1923.
The head tax earned $23 million for Ottawa from more than 80,000 immigrants. It was created to help quell the flow of Chinese immigrants to Canada after a high rate of immigration for the gold rush and for work building the Canadian Pacific Railway. In the early 1900s, $500 was the equivalent of about two years wages of a Chinese labourer and could buy two houses.
Although the offer of apology appears to be an obvious plea for more Chinese votes, Fairchild Television's news director Winnie Hwo says from what she's seen and heard, there are few undecided Chinese voters, and many have already decided not to vote Liberal.
"Mr. Harper has been doing this for the past week and a half," said Hwo. "His other announcements, for example the GST, cutting it ten per cent… are punching the right keys for the Chinese voters. That's exactly what they're looking for."
Hwo said that Harper's proposal of a childcare allowance has also impressed many Chinese-Canadians.
"These people are already looking at the policy from the Conservative party because they think that the social policy… is actually much closer to what the Chinese believe in, so with this head tax announcement it's just another thing that's adding marks to the Conservative party," she said.
