It is nothing to do with kids, it is adults. Complaines are regarding noises,nobody care who makes noises. If get fined ,cost family ,right?
It is nothing to do with Chinese, individuals. Nobody wants to do investigations on what color you have. Further, lots of chinese are trying to make others suffer to get happiness,freaks.
But this kind will never bother me any more, thanks Canada.
I am lucky to live in a single house.
I had similar experience while I was living in one apartment and my children were young. The old lady living downstairs just complain to me and the manager all the time. I fought back. She moved out.
Boys are boys. Carpet will not solve the problem. If they have no other place to live, then it is their right to live there.

you are too lucky. your children make noise and you let others to move out, that is typical chinese minds. if I live your downstairs I would call police all the time. you must pay if you didn't educate your kids who make too much noise and you don't care of it.

If I live your downstairs, I will have stick packed with fabric😋 hit the ceiling every day night and daytime as well . do not worry about the seiling, it is as strong as the flooring. The hit will make strong noise the same level as upstairs do, or even worse. Just need a few times hit, your creatures will never have a peace at night time, as a result, your kid creature will never has any energy in the daytime. That is the deal. You play and I will play with you. That's fun.😠
Your downstairs neighbour moved out not because they failed, they do not even need to know you, but they need their new life, thinking deal with you kind of people is worthless,meaningless, and also feel humiliate to live in the same building with you.

The strata agreement has very clear rules on the original setting of every suite, especially the carpet flooring. Please follow the rules, have the carpet back. Not so called rugs. You have two energetic, noisey boys, it is quite annoying. I can expect they keep making noisy until both getting tired. Besides, your suite not only live the two boys, you three adults also making noise on the no carpet flooring.
That is the only solution if you still live there, otherwise: 买个独立房子住，不干扰别人，别人也不能干扰自己------舒心！宁静生活！而且这是完全之策！-the best idea.
