Totally Confused!
Dorm room in York University: $5000.00/8 months. Private room $500-650months/months, thus $4000-5200/8months ( I understand that the meal fee is optional, not mandatory). If a family can affords generally 20-30 thousands dollars tuitions fee and other spending to send their kids here. Do they really can't afford less than $1000 differentiate? I had meet some international students. To be honest, I don't believe $1000 per year is a big deal for them. Any deeper or hidden reason that they choose private renting rather than univeristy dormroom?

I saw some interntional students spend thousands of dollar on brand new car or travel around the worl or helding party, or pick up only brand name clothing or other life necessities. By the way, I don't think they spend less when eating out than meal plan. My question is how important role the money play in this situation. For some student it may be, but definitely not all.
High tax High welfare is always Canada's characteristic. You should understand this before you move to here. I am not business man, but one of my friends who doing business more than 20 years tell me the truth. He said, if only base on the regulation. China charge far more heavier tax than Canada. Since very rare Chinese business people pay tax honestly in China, they feel overwhelming that it is difficult to excape tax in Canada. That is the reason he went back China. However he was laughing when I told him I paid more tax in Canada than in China as a profesional people. He told me that is just because your world value already be took without asking your permission before the tax in China. I don't know if he is true, but may be it is possible.
You can make your renting legally by register to government then pay registration fee. You must have some safty checking before it be permitted. You have to put those income every year when you file your income tax.
illegal means may be you didn't register and pay registeration fee, or didn't meet safty criteria, or didn't report this income and pay the tax. It doesn't matter it is in Downdown or York University, the owner is Chinese or other nationality.
