more student loan or sholarships are available in US, but little in Canada. so most US workers/professionals have US degrees. no surprise! you don't need certificate recognition working in hi-tech. in US. but few hi-tech companies and more professional service industries in canada.
the good thing in canada is: any degree (incl. US') is useless. A local canadian with master degree called himself as a worker although he earns more than C$80k.
but the problem in canada is really as said, economic and their conservative minds.

这个法案即使成为法律也没有用，因为本来就没那么多就业机会，每年几十万新移民，哪里来的那么多技术工作?，就是美国也没有办法消化这么多高技术人才。美国一年H1才多少？十倍于加拿大的人口，才多少H1？还没有加拿大的移民数额多。
Right, waste money, just import general labour.

CA has dominated accounting license in canada for decades. CGA has been fighting to get recognition in providing public accounting service for decades. Both CGA and CA are local professioanl association.
certificate/international degree recognition means nothing if not allowed for licensing.
get the local college certificate and then be licensed is the only shortcut to get paid in canada. degree is not as important
as that in china and USA.
