不过话说回来，美国法律是没有强制规定白天要开车灯的，不过加拿大有立法规定白天开灯。。。

GST + PST does not equal to HST in a legal sense. Frist of all, the final amount might be a little bit different. For instance, if the purchase price is $100, add GST, then PST, you will have a final amount that has been taxed twice. If you only add the 13% HST, you will pay only once the tax.
But more importantly, HST is a product out of the agreement by the federal-provincial governements. For instance, if you go to Quebec, there is a PST, then there is a GST. You combine the 2 taxes together, you CANNOT say that it is a HST because there is no HST agreement between Quebec and the Federal government. My point to 火眼金睛 was that you should not accuse other people of misleading if you yourself do not understand the issue.
