New York City
I would doubt it if Chinese New Year is a holiday in New York City. If you know it for sure, please send us information to verify it so that we can learn from them.
I have heard of Federal and State holidays in USA, but have never heard of a city holiday.
I have googled US holidays (http://stockholm.usembassy.gov/Holidays/celebrate/index.html)
Chinese New Year is an ethnic and regional celebration like St. Patrick's Day and Mardi Gras and is not a national celebration or holiday.

This one even lists Superbowl as non holiday notable day, but Chinese New Year is nowhere to be found.

If Canada say there will be a new stat holiday, I will bet the following instead of Chinese or Lunar New Year.
1. Black History Day.
2. PRIDE Day.
3. Ramadan Day (spelling????)
February is Black History Month. Now, there are extensive celebrations in school and public agencies, but surprisingly not in the business world. A Black History Day has the advantage of timing in between New Year Day and Good Friday. It has lots to offer, e.g. arts, music, dance and culture. Blacks are politically very active, unlike Chinese.
A PRIDE day for LGBTQ is now very active, with an agenda over 6 weeks in June and July and has become an international festival. The disadvantage is too close to Canada Day and the controversial issue.
The third is Ramdan. There are lots of Muslims in Canada. Disadvantages are few Canadians are willing to do fasting and the anti-terrorism and anti-Muslim political atmosphere. Don't link them together, but that's the reality.
Chinese New Year has a good timing. What can we offer? Unlike Black History Month, Chinese shop and eat in the new year, and that's it. Canadians see our celebration exotic and adventurous. We have nothing artistic or really cultural to show them. Don't attack me please. We are not doing as well as the blacks in Canada.
I have a few suggestions:
1. Making a dream come true involves more than wishful thinking. We need a 10 year plan of action and advocacy.
2. We have to find the art and cultural aspects of our celebration and introduce them to the mainstream society in a systemic and organized manner. Now, our celebrations remain in Chinese shopping malls or the chinatown. We have to go to Nathan Philips Square and Yonge Street.
3. Adopt Lunar New Year instead of Chinese New Year so that there will be more support from other minorities.
4. Figure it out the exact date of Chinese New Year by a scientific calculation. It seems nobody can tell the dates of the next 10 new years (I can't; perhaps you can). It is good for business planning. You can argue Good Friday floats every year. We can figure it out easily. Find the Spring date (March 21), and find the first full moon. Good Friday is the Friday thereafter.
5. Start with school and public agencies first. The business world is "celebrating" it already a profit. Like Black History Month, we have to compete with the blacks by a well organized agenda.
The key is what we can offer to the Canadians. If we continue to celebrate it in our "back yard", the dream will never come true.

我赞成LUNAR NEW YEAR 的提法，昨天下班前的交班NOTE中我就给同事们留了一句： HAPPY LUNAR NEW YEAR！
绝对支持在二月有一个节日，管他STAT或PROVINCIAL。

與此同時﹐新民主黨國會議員納什(Peggy Nash)提出私人法案﹐建議2月15日國旗日定為聯邦假日。
她說﹐民眾需要在漫長冬季中增加1個假日﹐國旗日是最佳選擇。

Come on! What is a stat holiday? A stat holiday is a holiday for everyone in Canada, including (I will try)
1. New Year Day
2. Good Friday
3. Victoria Day
4. Canada Day
5. Labour Day
6. Christmas Day

All 7 stat holidays reflect the tradition, history and religion of Canada.
Please note Civic Day is not a stat holiday. It is a holiday in every province, except Quebec.
Memorial Day is not a holidy at all. It is a day off if your organization is regulated by a federal legislation. So, it is a holiday for the bank, Canada Post and the federal government, but all provincial and city government offices are open.
Despite lots of Chinese in Vancouver and Toronto, Canada is a very white country. Diversity does not happen outside of the major urban centres. Chinese is one of the minority groups.
Chinese new year is politically incorrect. There are other groups such as Vietnames, Cambodia and Bangladesh for example also celebrate the new year. The proper name is lunar new year.
We can try, but we must know the rules of the game to make it a success.
