这又是两难问题：是有嫖客才有小姐呢，还是有了小姐才有嫖客？如果西方国家都像乌兹别克斯坦一样立马遣返的话，贪官也会千思而后行。中国的体制就是产生一些贪官，西方的体制是收留一些贪官，当然收留钱财了。这样看来西方是大贪。
Our chinese always try to look for the reason from outside. It is weird. I remember we thought south korea, singarpore were raising relying on USA when china just opened before 1980. They didn't think about they ere rising by themself. For sure chinese don't think like this now. Now this guy use same logic, he doesn't think of this china ourself problem, and complain the external factor. China is make progress, but it doesn't mean we cannot blame them. right?

I think the key is that chinese system has a lot of problem. I don't want to defense Gao shan and Lai and I hate them as well. However, does everybody think of that How will you do if put you on that position under the current chinese system? And we also think that how many officers were arrested in recent years and how many officer is doing corrupt things and havent been arrested. Every people can guess how much percentage of officers are doing criminal in china? 90%? 80? Do you still think of it is individual case? In fact, Gao and Lai were very good officer in china othervise they were not able to be successful. I think the chinese system waste a lot of talent people. We should put chinese govenment to reform their political system and build the monitor system and force them not easy to be corrupt.
