You see, how tax money is wasted? You shouldn't support the $250,000 funding to CPAC.
We can't generalize from one mistake to conclude all social programs are a waste of resources.
I don't know Zheng Huang and CPAC, but support the 250K funded to CPAC based on the following logic:
1. According to government practice, the amount of 32 millions must be dispersed to wrap up the fiscal year. If the Chinese community won't get a share, in fact a small share, the money will go to others.
2. The Putonghua speaking Chinese community really needs some support.
3. 250K is a good start for CPAC. It is like a test. If CPAC does a good job, there is hope for continuous core funding from the government. If CPAC doesn't do a good job, its future will be "hopeless".
Why don't we give CPAC a chance? As a member of the Chinese community, you and I have the obligation watching and monitoring their performance.

I have to disagree with you this time.
Lately, there is an English project for Chinese immigrants: First Language First by Jerry supported by one of the "famous" Chinese community agency and funded by the Ontario government. There are lots of issues:
1. Jerry's method is not proven, but the promotion is the promise to turn our English capacity from second language to first language. Your English could be the best amongst 51ers, however, yours still is far from that of a native speaker.
....
There is only one method to learn good English: immersion in the local culture. I don't believe in any quick fix.

说得对极了。那些项目多半以赢利为目的,过分夸大其词。样本的选择有偏差,结果也是不可靠的。地道的语言是用出来的,不是短期研究出来的。 😁

Jerry's is a misrepresentation.
2. If Jerry's method is proven, he will have a huge market and in a few years, he will become a millionaire. There is no way for the government to subsidize a business. If he becomes popular, we will see lots of Jerry's schools in Toronto the latest before snowfall.
3. The method of selecting students is questionable. They have to pass a writing test and a face to face interview. I bet those selected should have a reasonable language foundation. This cohort is a biased sample.
I would like to challenge all those graduates from Jerry's to find out if they can achieve the first language English capacity.
This project is a very bad precedence that the government is subsidizing a business at its infancy stage. Its effectiveness remains questionable.
