文世昌时世英语：英美两国的特殊关系

英国首相 David Cameron 卡梅伦和美国总统 Barack Obama 奥巴马，在美国华盛顿的会唔，可以从语言的侧面分析一下。除了白宫的高峰例会，需要谈到阿富汗以及其它 major global issues 国际共同议题外， 最有趣的，还是两个人的开场白，用到风趣幽默的共同语言揭开序幕。奥巴马发挥他的言语天才，拉近两人的距离:

「We Americans and Brits speak the same language most of the time. So let me just say David, we are chuff to bits that you are here. I am looking forward to a great natter. I am confident that together we are going to keep the relationship between our two great nations absolutely top notch.」

奥巴马三度用到英国的 lingo 俚语：chuff to bits 表示 happy and cheerful; a great natter=chatter，打开话匣子，畅谈不休；absolutely top notch= excellent or first rate，语带相关，既是第一流的卓越关系，也是形容健康发展的意思。

卡梅伦就非常受落而宾至如归。CNN reported: Cameron responded that Obama's spectacular command of the British lingo made him feel at home.

这个貌似寻常的会谈，却在白宫的公报上，不寻常地多次提及英美不寻常的关系：
The fact that we are hosting the prime minister in the manner that we are demonstrates the nature of the relationship between our two countries; the fact that it is a special relationship.

英美两国的 Special Relationship 特殊关系可以一般泛读，也可以专门解读。

Special Relationship 最初专指20世纪，2次大战后一段时间，英国和美国特别强劲 的紧密关系，互相信任、互相尊重的程度，比和其它国家高一线。从历史考察，英国首相 Winston Churchill 丘吉尔基于个人理由，以及英美两国并肩携手作战的共同利益，而塑造出来的特殊连系，出于两国的共同语言，文化重迭，共同信奉资本主义，代议民主，普通法等 common values 共同价值，而衍生出特殊感情。不过，战后英美两国的关系，也往往随着最高元首个人主观的性格分岐，时冷时热，凌驾于客观的战略考虑和经济现实。特别友好的例子， 有 Churchill-Roosevelt，Macmillan-Kennedy，Thatcher-Reagan，Major-Bush and Blair-Clinton。另一方面， 英国首相 Wilson 就曾经拒绝给予美国总统 Johnson 要求在越战上帮忙。英国首相曾经清晰告诉美国：英国的未来不在太平洋彼岸而着眼在欧洲。

今次的会晤，可能正因为这个特殊关系的原因，英国首相访问美国，虽然被定性为 official visit 官式外访，而不是 state visit 国家级外访， 因为英女皇才是 head of state 国家元首，而卡梅伦只是 the head of goverment 政治首领，白宫却将星期三晚上的宴会，称为 state dinner 国宴， 以表彰奥巴马对卡梅伦特别友好的关系。
