I do not agree with this idea. Why should the public transit funded by property tax? Who use the transit, who pay it, hike the fare, not the tax.
Properly manage the TTC is the best to solve the problem. If Ford City cannot manage it, give it to Dalton Mcguinty.

A good public transit system would increase property value, so it's reasonable to fund it by property tax. If you don't like it, sell your house and move to other cities.
The issue with hiking fare is that the money will fall into TTC's hand, and finally go nowhere but TTC's payroll...
