截至到今年三月底, CMHC账面上担保了巨大的五千二百亿加元的房屋贷款额,一旦违约这钱是要由纳税人来支付,银行没有多少风险的。而CMHC担保的很多都是首付仅5-20%之间的买房人,换句话说风险最大的房贷都由纳税人兜底。而CMHC在National Housing Act 法律制约下的首要工作职责是(Job Mandate)其实是为本国纳税人提供可支付性的房屋。现在实际上许多洗钱不纳税的人利用CMHC的大漏洞来炒房获利,而真正的纳税人并没有得到任何益处。CMHC现在实质上是与银行穿一条裤子,最后是用纳税人的公款来保护私人大银行的利益最终不受违约贷款者的危害。美国就是先例。
CMHC’s mandate, as defined in the National Housing Act, is to: “promote housing affordability and choice...to protect the availability of adequate funding for housing at low cost, and generally contribute to the well-being of the housing sector in the national economy.”
