I am unlucky there is nobody can started by asking in our place whether Toronto should tax foreign buyers of its homes, so I hope you can ask me .
There is some my idea to support your asking:
1. Money to buy house
Our money to buy house, it is almost half our salary after tax, if we want save these half salary, it is not easy, you know everything is expensive not only the high inflation but also the weaker Canada dollar. Another half our salary for government, which used in all roads in building, /maintenance, hospital, school, military, salary of all government staff and so on. If there are not our half salary, our government should be closed.
The meantime, those foreign buyers, he buys house, suppose his money is clear, not only there is no any dollar used in all roads in building, maintenance, hospital, school, military, salary of all government stall and so on, but also they push the price of house higher and higher, affected big trouble in all road, hospital and so on because government need more money to investment in these fields, but our government never receive a foreigner half of his salary.
We are not easy to get increase minimum salary at some cents for some years, to compare with the higher and higher the price house and the rent of house, it is means not only nothing, but also it is negative income, so how we live here?
Therefore, Toronto must tax foreign buyers of its home, max is 50 %, it is equally to our tax.
2. The responsibility of our government
First of all, I am surprised to hear Toronto Mayer John, said: welcome foreign buyers, it is free tax. These words are from our Mayer, Mr. John?
The most important responsibility of government is for our people live in our place, for their basically living expensive, keep well or keep going, never keep worse. Their responsibility is for a foreigner. This is a commonsense, these or those foreign buyers, to push the price of house to the higher and higher, one day our local people should rent their house to live, looks like we local people lives in a foreign country, is it a hope of our Mayer?

House is for people to live, no for people to invest and make profit. From this point of view, the tax for non-resident should be levy at least 30% and more. People do not want to see the bubble keep blowing, and it hurts, as we will have to pay more property tax, and less opportunity for our kids afford to buy and enjoy the life.

合理抑制房产投机行为是为了维护稳定的社会发展的需要。不是谁住土地房或公寓的问题,不是均贫富或不劳而获的问题,而是是否有利于房屋的可负担性的问题。如果疯狂的投机行为真正有利于社会的发展,文中干嘛提及那么多限制炒房的国家和地区,他们都是傻子,不想赚钱?

1. All salesperson of house, including broker, manager, Mr. Larry Cerqua, represented TREB and Mr. Ray Ferris, represented OREA. There are more benefits great group get huge money in our worse economic of Canada. Their salespersons always increase every month, till now all salesperson are around 150000, now almost everyone want pass these exams to get more money, the cost of the exam about $10k, the registration charges about $2 k a year. So Mr. Larry and Mr. Ray, how many money you can go it for this ?We all, Toronto people, except them, our life are going down or worse, we must save money with any dollar, but their life are more bright and fresh with their luxury cars, lives in big, huge houses. They keep their life like this always forever, they want our life keep worse. What they think it is the price of house always going up, get more commission, as same time, when we save money with any dollar, never catch up with the more than 10% or 20% of the price of the house anural, 10%, 20 %, it is means $100000- $ 300000 a year, if we will get these money, our salary almost double with them because we must pay tax , equal half of our salary for all staff of our government and all construction and maintenance of Toronto for, all road, hospital, school, police offices, Fire station and so on. For all, how we can save the extra $100000-$300000 every year? Only for Lottery we have chance !!!
Therefore, they will oppose any Act of Toronto should tax foreign buyers of its homes for the above reasons. And they will threaten our government if we have any Act of Toronto should tax foreign buyers of its homes, our economic will be worse and worse. But they never will say it is benefits for our Toronto people, who will buy someplace to live, with they save money all life from one dollar to another one dollar after tax.
2. All owner of house, maybe they will keep quiet. Of course, they have own house, always think this price everyday going up, up and up. But they maybe neglect the tax of the house simultaneously going up, up and up, if the owner, he has only house, these up and down, did you care on not, but you pay more tax ever year, it is real situation, your life should be going down, maybe one day the price of house is back to your original price, how do you think about it?

I own house, but still totally agree your complete analyze, those people who get huge money and benefits , such OREA people, will not like house price down.
The government can do a lot of things to control the house price but high house price is the only thing works for the government now
High price means the government can get more tax.
If the house price goes down, construction industry will goes down too. Right now, only construction industry is working well. All other industries or export are down.
