He has no idea what he can do or what he should do. Why not find a lawyer and get some help? Yes, it will cost few thousand dollars but it is about his son. If he doesn't use a lawyer, I am very sure it is useless even he goes to the court.

You have no idea about the CAS abd court procedure. It will cost lots of your fortune and time, in the end, you won't get anything back. When we say cost, not a few thousand dollars, a few thousand dollars is nothing; when i say fortune, that is a lot, lot of MONEY. In this case, no winner for the family. The only winner is CAS and its employees, period.
