As formerly a high ranking immigration/custom officer, I am sure that the examination of a passenger upon arrival at airport by immigration /customs officers is a mandatory requirement even a warrant of arrest in en force. The arrest by other enforcement agency including Police...etc. can only be made after the examination is completed. This is the international practice and also enshrined into the law empowering immigration/customs to do so. In this case, the RCMP cannot arrest Meng immediately upon disembarking the plane or on board the plane and it can only be after Meng has been cleared by Canadian Border Agency officers . True indeed, her lawyers just want to make money from her for her naivety and ignorance. Ultimately she will lose in the litigation! Just wait & see.
