01PART初步对策

安省政府的优先事项,就是关注本省人民的健康和福祉。由于形势的不断发展,我们已采取如下举措,以检测和应对新冠病毒的大流行(COVID-19 pandemic):

安省政府首先的对策是针对该疫情拨款1亿加元,我们将竭尽所能保护本省人民的安全。

依据本省首席卫生官的建议,我们已采取多种手段来遏制病毒扩散。例如,我们采取了以下等手段:通过关闭学校和劝阻大型集会,使人们之间保持社交距离;在防疫前线投放资源;减少人们对医疗护理场所不必要的访问等。

我们将与政府和医疗护理行业的各相关机构保持合作。他们当中许多人已经为战胜疫情,将自身置身于险境之中。

02PART拟定立法内容

今日(3.16),道格福特省长(Doug Ford)和劳工、培训和技能开发厅麦克诺顿厅长(Monte McNaughton)宣布,我们政府有意立法。

若该法案通过,那么本省境内所有雇员(employees)将立刻得到相关保障。 雇员将不会因为与疫情相关的休假而被解雇。

上述状况将适用于以下人士:所有因新冠病毒而被隔离或受到检疫者,以及所有因为学校或日托所关闭而在家照看孩子的人士。

该项法案若通过,将为由于以下原因而不能工作的雇员提供工作保障:

该项法案将清楚阐明,雇员若需要相关休假,将不需要提供医生病假条(medical notes)

The health and well-being of Ontarians is our government’s top priority. Ontario is monitoring and responding to the COVID-19 pandemic as the situation changes.

· We have allocated $100 million as an initial response to COVID-19 and will do whatever is necessary to protect Ontarians.

· On the advice of Ontario’s Chief Medical Officer of Health, we have implemented various measures to contain the virus. These include but are not limited to: encouraging social distancing by closing schools and discouraging large gatherings, deploying resources to the frontline, and reducing unnecessary visits to primary care facilities.

· We will continue to work with our partners in government and the healthcare sector, many of whom put themselves at great risk to defeat this virus.

Today, Premier Doug Ford and Monte McNaughton, Minister of Labour,Training and Skills Development, announced that the government intends to introduce legislation that, if passed, would immediately provide job-protected leave to employees in isolation or quarantine due to COVID-19, or those who need to be away from work to care for children because of school or day care closures.

The proposed legislation would, if passed, provide job protection for employees unable to work for the following reasons:

1.The employee is under medical investigation, supervision or treatment for COVID-19.

2. The employee is acting in accordance with an order under the Health Protection and Promotion Act.

3. The employee is in isolation or quarantine.

4. The employee is acting in accordance with public health information or direction.

5. The employer directs the employee not to work

6. The employee needs to provide care to a person for a reason related to COVID-19 such as a school or day-care closure.

The proposed legislation would also make it clear that an employee will not be required to provide a medical note if they take the leave.

I want the people of Ontario to know, we will continue to take the steps necessary to keep everyone safe and healthy.
