http://blog.wenxuecity.com/blogview.php?date=200711&postID=34734 警匪一家，从小就是这样被告知的。当然讲的多是解放前，说戴大盖帽的国民党警察，对贫苦老百姓，从来都是恶狠狠的，跟土匪没啥两样。电影上都是这么塑造的。 后来改革开放了，人民的警察也戴上了大盖帽。在光天化日之下，他们对贫苦老百姓，尤其对“疑似”罪犯，无业游民，从来就没客气过---不仅恶言相向，甚至拳打脚踢。从张志新到广州街头大学生被杀，中国警察的“无法无天”算是抹不掉了。 后来到了海外，皇家骑警的大盖帽，曾经让多少人以为那才是咱老百姓的保护人。你看，他们对“疑似”罪犯、“无照驾驶”、街道小商贩、无业游民，“看上去”总是那么的彬彬有礼。 ----直到有一天，媒体报道了三名警察抓了一个吸毒惯犯，把他扔到警车上，私自带到市内的斯丹利公园痛打一顿，然后把他扔在了那里。 ----直到有一天有人爆窃，警察说没伤人吧，一个小时后才到。 ----直到有一天有人违规，警察二话没说，就把一个手无寸器的东方弱小男子反锁“扔”进了警车和监狱，一天之后才被朋友保出。 从那时起，皇家骑警的大盖帽在咱的大脑里就和中国的新老警察没了区别，也是警匪一家没啥两样。 从那时起，一看到有人入籍就与毫无干系的皇家骑警作个留念，立马让人有了讨厌的感觉。 曾几何时，一个年轻的骑警在边远地方被干掉了；去支援的另一位骑警一进门又被干掉了；然后，第三位更离谱，看到两辆警车停在哪，就去看热闹，大摇大摆的一进门，立马又被干掉。从那时起，不仅让人对骑警的安全悲哀，而且更让人对骑警的专业训练无素而悲哀。 当一个不谙英文的新移民在那个根本没多少乘客的安全区（一看那录像就知道那位置）逗留了10个小时没人过问，四个骑警来了不到24秒，不问青红皂白，不请懂波兰语/俄语的翻译，就连续电击，大打出手，致使一个人死亡。这是什么地方，是他们认为的第三世界还是他们认为的不民主专制的共党国家，都不是，那是地地道道的民主之地，那是人们向往着移民的全球最易居住城市的国际机场大厅。---那自由国度的"国际机场”，南来北往的啥人没有，不懂英文太正常了。要是机场管理者认为每个乘客都会说英文，那也实在太无知太乡下了。机场的入境服务和那些警察的表现真的太残酷太让人失望了.... 冷酷的入境人员，野蛮的警察，无奈的旅客和移民，跟着遭殃的市民！ 在这警察无法无天恶手相向市民的时候，一般媒体是没有渠道获得警察的不良资料的，获得了也没有胆量去报道。倒是现在的相机手机让市民成了现场直击报道的记者。这位现场拍下资料的白人小伙子，刚从中国教ESL回来，就在自己的祖国看到了一幕让他们大多数白人认为只有中国一类的国家才会发生的事情。接着，机场的骑警也和中国的警察一样，立马没收了小伙子的相机和资料。你说，他们要干什么？ 记得十多年前，那个从加国飞往印度的印航爆炸案，据说有人线报骑警，说有人要炸毁几几班机.那时还没发生911，据说骑警老爷们没当回事，没任何动作，致使满机两百号印裔（大多是加国公民）成为空中亡魂。到了几年后检察官要起诉嫌犯，有关骑警的录音带不见了。不仅起诉不了嫌疑人员，人家还反咬一口要政府付律师费和赔赏多年的损失。印裔社区的一位编辑想爆料，结果被人打成了残废作为警告。再过不久，这位编辑仁兄在自家门口被人杀人灭了口。 到了今天，波兰新移民遭殃的时代不同了。那位教ESL的小小市民告上法院，要求骑警还回录像。一个月后申诉得直。小伙子立马将录像在网上公布，骑警一定认为稀松平常小事一桩，一定没想到全国会一片哗然，更没想到全省共讨之，全球共遣之。这一下，让骑警的脸面丢尽了，机场的脸面丢尽了，加国的脸面丢尽了。 接着，在全球舆论的压力下，有关记者按新闻法从警方获得有关资料： ---自从加国开始使用电击枪以来，过去10年，共有18位加国人死在电击枪下。那么在全球有多少人们死在同型产品下，没人知道。这让我想到中国生产的儿童书架，成千上万输往全世界，两宗翻倒事件让两个小童亡命，中国的书架被爆料不安全而被全面退货。那这种美国独家生产的电击枪怎不见召回？加美的警察为什么还照用不误？难道这18个案例就不如那两个案例？----再一次赤裸裸地爆露了西方列强的对人不对己。他们对美国对中国的安全标准明明显现的不一样。 ---自从加国开始使用电击枪以来，过去10年，共有3000名骑警使用过电击枪，并且79%的电击枪使用全是对付手无寸器的人们。正像录像中看到的一样，骑警普遍地过分使用电击枪，“执法者”的暴力倾向极为明显。 ---从1992年起，每年光这个省就有18个省民死于警方的调查过程中，其中包括死于被捕过程或拘留所。赖昌星说他的哥哥死于中国监狱，所以要作为免除遣返的理由之一。你看看，原来这鸟地方也一样，每年也有18个鸟人死于察哥手里，那你说这还能作为免除被遣返的理由吗？ ---从今年7月23日起，交通警也配置了电击枪。驾驶者的你也要小心了。哪天交警一烦躁，说不定也来个电击把你先撂倒。 ---一个北温的白人女子致电911说自己情绪沮丧想和人倾诉，结果来了三名骑警，一进门就向她三用电击，并强行将她手铐送往医院。现该女子正在控告警方滥用武力，让自己的人生更沮丧，要求赔偿。 ---更要命的是，就在这位波兰新移民在温哥华被电死之日---10月14日，Montreal地区的一个驾车男子，也被警方电击，在医院延至17日死亡---成为加国警方电击枪下第20位亡魂。 ---正当我要结束这篇短文的时候，传来了又一个死亡的消息：一个饱遭骑警警棍、胡椒、电击枪三料制服的Fraser Valley白人居民，在医院留医三日终于不治---成为加国警方电击枪下第21位亡魂。多事之秋的皇家骑警，正渐渐地失去人心和理解。 是到了检讨警察过分使用武力的时候了！是到了检讨电击枪的安全可行性问题的时候了！ 按警察内部的指引是，用电击枪前，要告知对方“我们现在要用电击枪”，目的是希望他们能冷静下来。但那24秒钟，短短的24秒，他们作了什么让人冷静的事？说了什么让人冷静的话？一来就挥枪制服，大打出手，怎能不让人发指。BC省的公民协会呼吁警察暂停使用电击枪，直到公众咨询完毕。然而，入境服务处的人没有道歉的意思，警察高层的回应是：那只是意外。 按此理论，不晓得那两个被倒下书架压死的孩童是否也算意外？两个案例可以让上万的书架一定要收回，难道21个案例还不够理由要收回那可怕的电击枪？入境服务处的人傲慢无礼，警察的理由牵强附会。他们面子蛮横可恶，你说，公民的安全如何保障，旅客和移民的“理”子在哪里？ ------- 附： 目前的警用电击枪有两种： M26,高杀伤武器，对付高危险人物。电力可达10.7米，达50，000伏特，可以击穿5层布料。但警方说他的功率只是1.76焦耳。----真不知是如何算出来的。 X26,比M26轻巧,也是10.7米，电压一样高达万伏。 到底电死新移民的是哪种，警察不透露。 在加国，电击枪是危禁武器，市民不可拥有。而美国则可买作民用。加国只有一家公司M.D.Charleton有执照进口电击枪。全部卖给警方。 全球只有美国Arizona的Taser（泰羧枪） International公司生产这种电击枪---CED: Conductive Energy Device。Taser公司说，全球44个国家的1.1万个机构有用这种枪。 尽管温市有自个的市警察，尽管这的国际机场前面冠上温市的名，但机场地属Richmond市，安全归骑警管辖范围。不过，温市市警最近也新进了79支Taser（泰羧枪）电击枪。 由杨子张贴 @ 2007-11-25 1246 (1595)

Taser is not weapon but it is dangers to those who have heart problem. In local newspaper the biggest discussion is about it: How safe it is, should it allow to be used or should its use be limited. Some people even suggest to use the club as before(类似棒球杆). Not many people blame policeman. No matter what kind of tools policeman use, accident can happen. On the other hand some people also say that Taser save a lot of lives. Because in some cases police have to use gun, but they use taser instead.

“当被拘捕人积极反抗的话，警察就可以使用中级武力，如BATON， OC-SPRAY， TASER“，从录像中看出被害人并没有反抗，警察并没有用BATON, OC-SPRAY这样的伤害低的武器而直接用有过很多致命案例的TASER，就等于是谋杀！！！！

Why police can not do anything else other than shot to resolve the problem. The police already knew he can not speak english because the security guy already told them when the police came. Just listen the video. ? If that guy did nothing wrong, why the security guy called police? The police already knew he can not speak english, and nobody can understand his language. So what the policeman should do? ---Standing there wait for him to get mad again? If this guy can bring a card with tel no. & contact person's name on it..........
