yes in canada, I'm a canadian citizen, I'll be counted if i cast the vote
no in that country, despite i was educated and above 18 years old, i never had the chance to vote and never being counted, although the right is stated in the law and constitution, it's just a joke
some folks are not happy, but was born in that country should not prevent us from identifying the principle facts.

definitely, that country is losing my respect, but i see many people are defending whatever it is doing, and you guess what, those people came to north america and take advantage of people's tolerance and good social and legal system. we are seeing basic human rights of a canadian are denied in that country and this bunch of people are making the argument out of the country, because they want to put their own safety and opportunities in the first place, if they were in that country, they would be executed like a dog in the similar situations. people might argue there are lots of laws in that country too, but I would say they are all gimmicks, those laws are under absolute control of the ruling party, they are not the same thing as the law in democracy country

如果签发加拿大身份合乎规范,按照中国法律,自动丧失中国国籍,只具有加拿大国籍。中国政府对身份国籍的管辖权到此自动丧失,否则就是越位了。
Now as more facts emerge, it seems rather clear that 签发加拿大身份 had been done unlawfully.

International Law and Politics
The Hague Convention requires that the consulate office be served and notifie if a citzen of a third country is involved in a court matter. I know for a fact through my work that CBSA selectively notify the Chinese consulate office in Toronto, depending on the case. The Hague Convention requires the CBSA to serve and notify the Chinese consulate on all refugee claims. (CBSA does notify the Korean consulate all cases, which reflects the double standard, which is a politcal agenda).
In a nutshell, both the Chinese and the Canadian governments are guilty of not following the international laws.
They are doing a political game, not a legal one.
First I will thank Sedona to provide this very useful information.
But my conclusion is different from his. Based on the above infomation, I will say only the Canadian government is guilty and only the Canadian government is playing a political game.
Both of us agree on the Canadian side. It is guilty of not notifying Chinese consulate on 玉江山‘s refugee claim. That to me means the direct result ,that 玉 got PR and then citizenship, is definitely unlawful and illegal. 玉’s PR and citizenship should be suspended rightaway at the time the Canadian government realized its fault. BUT, Canadian government keeps saying Celil is a citizen, that means the Canadian government doesn't prepare to admit its wrong doing, and try to blackmail China to show its political power by using the direct result of its wrong doing.
On the Chinese side, since not being told of 玉‘s refugee claim 6years before, so Chinese government had no information about 玉’s Canadian citizenship until being told by Canadian government recently. Chinese government now knows 玉' got the citizenship through an unlawful and illegal process, so it does not recognize 玉's Canadian citizenship.
All in all, I don't find the dictatorial Chinese government have done anything unlawful and illegal in this case, but I do figure the more civilized lawful Canadian government had done something unlawful and illegal and now try to cover its wrong doing and use the results of wrong doing to play a political game.
