粗略搜索了一下，没找到啥相关的法案，只找到一个公共pools的一个关于游泳池的议案。
1、Health Protection and Promotion Act

2、Bill 74, Swimming Pool Safety Act, 2006，此议案到现在似乎都没下文，莫非我哪儿看错了？

里面也只说没人看守且不锁门could result in a fine of up to $500 on conviction.

Toronto Municipal Code. Chapter 447.
见第4页关于swimming pool的定义：
SWIMMING POOL — Any outdoor structure or thing located on privately owned
property that is capable of being used for swimming, wading or bathing and in
which the water depth at any point can exceed 600 millimetres.
447-3 规定了各种fence
447-4 提到了如果违反的处罚

回复 cooldyd：谢谢兄弟！应该就是这个Chapter 447了，并非省法案，而是Municipal Code and By-laws，447-4的小字部分有处罚规定：
This section was passed under the authority of section 320 of the Municipal Act, R.S.O. 1990, c. M.45, and, under section 61 of the Provincial Offences Act, R.S.O. 1990, c. P.33, a person convicted of an offence is liable to a fine of not more than $5,000.
查了section 61，该条为General penalty，5千加币以下罚款。
