加拿大式的躲猫猫 房东与留学生哭诉

多大士嘉堡校区留学生租房严重短缺的现象,表面看起来是数字,实际上给社区带来很大影响。一方面市政房屋管理处(Municipal Licensing Standards)的严厉打击,一方面房东和留学生无计可施,想尽方法,并产生出加拿大式的躲猫猫等奇特现象。

留学生Jane就分享了她的躲猫猫故事。有时房东会通知她把个人物品都收进柜子,然后所有室友均要出门躲避一整天,夜晚才能回来;同时房东把房间装扮成普通家庭住房的样子。原来是风声紧的时候,为了应付市政房屋管理处人员的稽查,房东只好演空城计。这样的情况不断增多,给她们的学习生活带来困扰。最开始不知道事情的严重性,也不懂得配合房东,导致一个房子被稽查人员查到,所有学生被迫搬出来。由于很难租房,去其他地方租房情况也是一样的,Jane之后会积极配合房东,常常躲猫猫,逃避检查。

多大士嘉堡校区附近没有高层住宅,学生只能租在民居里

很多留学生,特别是绿色通道的中国留学生,刚到加拿大人生地不熟,也不明白这里的法规。市政房屋管理处工作人员的稽查,让一些留学生非常害怕,以为会触犯了什么条例被遣返。一个女孩Jinni就在每两个月就搬一次的困扰中,有些神经衰弱,每天都担心稽查人员突然到访。而且,躲猫猫就要很晚回家,黑夜在街上走也令人担惊受怕。“我们只想踏实地住在一个房子里。”

房东则对市政房屋管理处人员的粗暴执法非常不满,他们说稽查人员常常在没有准许证的情况下进入房子,采用威胁和误导房客的方法来取证,并教唆房客挑起房东房客的矛盾。

拥有8家连锁餐馆的房东Kuma颇为愤怒地抱怨,房客说稽查人员常在敲门后亮一下牌就立刻进入房子,但他们并没有搜查证。进入后就马上要学生的驾照,电话和租约等隐私信息,并告诉学生由于该种出租屋不合法,学生可以不用付房租免费住在这里,还声称学生应该马上起诉房东(You should sue your landlord)。结果由于学生拒绝付房租,房东只好停止租房,请所有房客搬走。同样情况还有学生房东Allan,同学们自愿和他住在一起share整栋房子的开销,但由于稽查人员总在试图挑起房东房客的矛盾。“他们并不关心我们是否安全和开心,他们只希望找到可以罚款的理由。”

Joshua是政府社区安全服务中心的官员,他有两个房子正对学校,由于离学校太近,也就成了被反复检查的对象。他对稽查人员通过欺骗误导进入房子检查和检查过程中的粗鲁态度非常不满。他说,工作人员欺骗他,说他儿子承认家里有出租,必须证实一下,于是在没有搜查许可证的情况下就进入了房间检查;只要看到有任何多余的床垫,就会厉声呵斥问他是否出租了房间。他并没有出租给学生,但后来他不堪稽查人员的骚扰,卖掉了房子。所有这样卖掉了房子的,下一个房东还是同样出租给学生,躲猫猫的故事同样再次上演着。

这样的情况经常发生,Joshua觉得这样的行为破坏了社区的安全感和信任感。现在,他和很多房东联合起来,联名投诉稽查人员破坏社区安宁。

为什么造成这样的现象呢?其实多大士嘉堡校区所在的Highland Creek是一个优秀的社区,居民55%是管理层,30%是白领,44%的业主所从事的行业与教育相关,平均收入高,生活非常稳定,流动性也很小。所以房东房客都同属一个社区相互依存的关系。多个居民表示,学生租客素质高,安静,不吵闹,没有对社区安全和宁静造成影响,反而是正向拉动了房屋价值。而且,房东都愿意配合市府,使出租房间达到市府标准。遗憾的是市政并没有出台适应这个社区需要的出租条例。

这件事情的背后折射出该区市政的信息滞后。原因在于留学生在人口统计中是看不到的,所以政府数据中看不出这一带的人口膨胀。UTSC所在地东士嘉堡44选区市议员Ron Moeser则回忆,当他於1988年第一次参与公职人员竞选时,UTSC的学生人数只有约4000人;目前2013年的统计学生人数就有1万1100人;UTSC行政主席Andrew Arifuzzaman表示,预计在未来的6年内,学生人数将会增加至1万5000人。可以预见,多大士嘉堡校区的租房难情况在未来只会更加恶化。

目前多大士嘉堡校区需要租房的学生估计在6000人左右,学校仅有700多床位,剩下的就散布在学校附近的民居中。该区没有高层公寓,远望过去没有一栋高楼,密度过低。在庞大的供需压力下,稽查人员,房东,房客的躲猫猫,周而复始。这个现象值得引起市政房屋管理处的思考,必须从本质上采取措施,缓解该区的房屋紧张问题。而不是四处打击骚扰,增加社区紧张关系,却没有从根源上解决问题。

Feel sorry for the both landlords and tenants. they have to hide for a living. that means they dont have a freedom to save up money . they dont have freedom to live normally. they are forced to do so. what a garage by law that make them live like this.

But they never think out when the by law was made. it was made years ago when house price was much lower and single family could afford. but now house price have gone up , property tax bills and other bills have gone up too much and so one single family cannot afford to live a whole house. more people have to share a house. by law was made when houses were really small and only a single family could fit in there. but now detached houses are so big. it is too much waste for one family to live one house. By law was made years ago when there were few immigrants. but now with the population growing and inflation , many people have to share a house or singles have to rent a room. city government try to give people orders to force people to spend more money for apartments but they never figure out how to build up more factories or companies to find people jobs and increase peoples salary. they never help small business owners or self employed people like small landlords . moreover, government try to give self employed people hard time by telling bank not to give them enough mortgages. it end up they have to get private mortgages with very high interest rate. of course, they have to share their house with tenants to pay high interest. government is like flashlight . very selfish. never care about middle working classes or self employed people. government never know what they are doing . government always try to find other people s fault when their system has biggest problem which created trouble for 80% working classes. government officials make very high salary from tax payers money. of course they dont care about poor people life and they dont understand how hard it is for self employed landlords to survive.

I dont think landlords want to share their houses with tenant if they could afford their mortgages , taxes and other bills.I dont think tenants want to rent a room if they could afford apartments. Rich people never understand poor peoples life so they talk about bullshit. House owners are just normal people . normal residents. they pay their own mortgages, taxes and other bills . government doesnt help them at all. House owners pay insurance and anything happens , it will be insurance company s business not government s business. why not government focus on their other important jobs instead of bugging normal people for something like this? government officials get paid from every tax payer . why not chase some grow houses or drugs or other murder etc real criminals? government officials get paid from every tax payer. why not focus on economy and build up factory and company and find people jobs and find people more income instead of ordering people to spend money or pay more penalty? House rental is common sense. Canadian have freedom . where is landlords and tenants freedom for living? Safety is just excuse. if one car get accident, then nobody is allowed to drive. By law was made by human. when by law is wrong or out of date, then the human should change it .

应该坚决打击违法出租,否则一旦出事,后果不堪设想,受害的是租客。 大家应该树立依法行事的理念,千万勿搬过去的老观念,为了钱不计后果。

municipal government or city government. power hungry . very rude. very greedy. find any excuse to charge people very high penalty. they are not supposed to put their finger on rental houses. but they do too much. they are jealous of Chinese landlords. they hate Chinese landlords. they should change their by law and give landlords more freedom. they are supposed to focus on real criminal like gun shot etc. but they waste all taxpayers money chasing small landlords or house owners for something minor like rental. If landlords are willing to rent out their property for financial situation at the same time tenants can find affordable housing , why not let them both happy to do it ? why bother city government? City government people follow the very old by law to tell people rental is illegal. But they never think out when the by law was made. it was made long long time ago when house price was much lower and single family could afford. it was made when houses were really small and only a single family could fit in there. it was made years ago when there were few immigrants. but now with the population and inflation, many people have to share a house or singles have to rent a room. city government try to give you an order to make you spend more money for apartments but they never figure out how to build up more factories or companies to find people jobs. government officials make very good salary for tax payers money. of course they dont care about poor people life.

It is not landlords' fault because 1. The by law was made long time ago when houses were cheap around $30,000 and single families could afford. The house price has gone up around $500,000 now . A lot of families can not afford so several families have to share. 2. The by law was made long time ago when houses were made small around $1,000 sq ft. Houses are made much bigger around 3,000 sq ft. So a lot of families don t want to waste too much space and heating bills and they are willing to share with other families. 3. The by law was made long time ago when people were traditional and family oriented . People are open now. Some get divorced and some keep single. So so many singles don t need a whole house to live. singles like to share houses to save up money for something. Singles should have freedom to choose their own place rooming houses. 4. The by law was made long time ago when York universities were small. Universities are getting bigger and bigger and schools have to concentrate on teaching and researching instead of building and managing residence. So many students need rooming houses. International students need student rooming houses. 5. The by law was made long time ago when there was less immigrants. So many immigrants came to Canada now. New immigrants need rooming houses or affordable houses till they find jobs and afford apartments. There are hundred and thousands reasons to prove there is huge market for rooming house. Market is objective. Nobody can change . It is free market. However by law should be upgraded with the population , the house size.................
