黑!安省省民10年间多付了500亿电费

本周二,安省总审计长利斯克(Bonnie Lysyk)公布了年度审计报告。在林林总总的分析中,关于电费方面的的审计最让省民乍舌:在2006年到2015年间,安省的电力用户多付了500亿元的电费。

利斯克的审计报告发现,省府大力鼓吹和推行的聪明电表计划(smart meter program)其实并没有达到预期的节能效果,而且还让省民背上了沉重的财务负担。

聪明电表计划能够测量用户的用电时间,将其分成“高峰时段”和“非高峰时段”,以便按照不同的价格计费。省府曾表示,这个计划能够有效地引导省民在非高峰时段用电,从而达到节能的目的。可是调查发现,从2004年到2010年,省民在高峰时段的电力需求量非但没有像省府所预计的减少,而且还有些许上升。

另一方面,聪明电表计划推出至今已花费了20亿元,超出了预计成本的两倍之多。

值得一提的是,当年有关部门曾对聪明电表计划进行过成本效益分析,但是省府还没有等报告出台,就强令该项目上马。利斯克审计长毫不留情地指出,这个计划是“有缺陷的”,当年省府曾预计它能带来6亿元的净收益,里面有5.12亿是夸大其词。

不过,真正的“大老虎”还不是聪明电表计划。审计报告指出,省民每月电费单里的“全球调节价”(Global Adjustment,简称GA),在从06年到13年的7年间大涨了1200%(12倍)。可是,同一时期市场的电价却下降了46个百分点。于是,安省就出现了“市场电价下降,但是电费大幅上涨”的奇闻。

据悉,在过去10年来,省府陆续关闭大量的火电厂,迅速和许多再能能源电厂(水电厂、风能电厂、太阳能电厂、生物气体电厂等)签署合同。由于这些绿色电厂的电价远远高于市场价,而为填补这一价差,安省电力局(OPA)就在全省居民的电费单上加了GA。这个费用,再加上电力的商品价、输电费、债务回收费和各种监管收费等,构成了省民的电费单。

如今,GA已经占据了省民电费单总额的7成之多。讽刺的是,省府还天天呼吁省民在非高峰时段用电,说是能“节约电费”。就算是有人天天在非高峰时段用电,省下的钱也抵不上GA一项的支出。

利斯克审计长得出结论,由于智能电表的缺陷和GA,安省居民在2006年到2015年间多付了500亿元的电费。这笔钱相当于修建十多条士嘉堡地铁线的费用。

不过,能源部长Bob Chiarelli 不同意这个结论。他说她的数字不正确,因为她不懂得复杂的电力系统。

另据报道称,安省两大核电站计划会在明年春季同时关闭以作维修。这两间核电站分别是The Bruce Power与Darlington Nuclear Generating电站,这次关闭维修将会为期16个星期,而关闭的这段时间刚好是安省用电量高峰期。而选择在用电高峰期期关闭核电站,意味着安省将会向美国借电从而预防大面积停电的现象。但是这项措施将会直接影响市民的日常用电费用,安省明年春季起的16个星期内,电费都有可能会飙升。

●安省政府缺乏科学规画和有效监督的聪明电表计划,在迄今投入约20亿元后,却未能使省政府达成原定的减少尖峰时段用电量的目标。

●省政府的净负债截止到今年已超过2670亿元,即使安省自由党政府达成在2017~18财政年度清除全部财政赤字的目标,届时省政府净负债仍将上升为3250亿元。

●公私合作的基础设施建设计划的花费与全部由公营公司承担相比,支出高很多。以74项基建工程为例,如果完全由公营公司负责,可以节省大约将近80亿元。

●省政府向医疗办公大楼第二期(MaRS phase 2)提供2亿2400万元高贷款,风险极高,又不知道向民营业者提供这么高风险的贷款对纳税人能有什么利益。

●安省政府的移民提名计划(Provincial Nominee Program)存在严重缺陷,提升了让不一定能安省带来经济利益的不合格移民移居安省的风险。

●卫生厅无法掌握对某些疾病疫苗接种者的比例,也无法了解接种疫苗计划的效率。

Ten highlights from Ontario AG's annual report TORONTO -- Ontario's auditor general Bonnie Lysyk released her annual report Tuesday saying a number of government programs "didn't always provide value for money or deliver services as effectively as the public has the right to expect." Here are some highlights from the 600-page document: -- The smart meter program -- which has cost about $2 billion so far -- was rolled out without sufficient planning or monitoring by the government, and the province's objectives of reducing power demand at peak times and eliminating the need for new sources of power are not being met. -- The debt is growing faster than the provincial economy. By the time the annual deficit is eliminated by the government's target of 2017-18, the net debt will stand at about $325 billion -- up from $267 billion at the end of March. RELATED STORIES -- Infrastructure projects delivered under public-private partnerships are costing much more than if they were contracted out and successfully managed by the public sector. Using the example of 74 projects under Infrastructure Ontario, Lysyk found costs were estimated to be nearly $8 billion higher. -- The ultimate costs and benefits of a high-risk, $224-million loan from Infrastructure Ontario to a subsidiary of the non-profit MaRS discovery District are "unclear." -- The Ministry of Health and Long-Term care has no way of tracking the percentage of Ontarians immunized for certain diseases, or whether its immunization program is cost-effective. A new management system -- which is $85 million over budget -- will also not be able to provide important coverage data if all vaccinations administered are not recorded. -- The provincial nominee program has "serious deficiencies" that increase the risk of unqualified people immigrating to Ontario who may not be of economic benefit to the province. The deficiencies include a low follow-up rate on questionable files, a delay in formally reporting potential abuse of the program to the federal government and giving certain applications priority. -- The Ministry of Education needs to strengthen inspection processes and enforcement actions to reduce serious occurrences at licensed daycares. -- The government has yet to fully implement source-water protection plans -- a key recommendation from the commission that investigated the Walkerton tainted-water tragedy which killed seven and sickened more than 2,300. -- The Ministry of Community Safety and Correctional Services needs to improve rehabilitation programs and its supervision of adult offenders serving their sentences in the community to lower the rate of reoffending and reduce the risk to the public. -- Ontario has no co-ordinated system to deliver palliative care services in the province and does not track costs specifically enough to determine the amount spent in this area. 嗯, 安省总人口1千3百60万(今年年初数字),10年500亿, 一年就是50亿, 平均每人每年多付350元, 以一家三口人算, 每家每年多付1千多元, 四口之家差不多是1千五百元, 这个数字是挺大的. 大家有没有这种感觉?

有什么样的选民,就有什么样的政府。能把柿油党选成多数党,就知道这些选民是多么保守,自私,愚昧。安省不会有什么将来的

就让自由党zuo去吧,等把安省弄得像底特律那样,普通老百姓大不了搬家到别的省份一走了之,有技术在哪都吃得开,谁TM给它背这些债务呀。真正倒霉的是那些政府公务员寄生虫们,如果安省破产,丫们的养老金就都泡汤了,去别的省份丫们也没啥出路,留在安省丫们就得背着那些债务。呵呵......
