评论:也谈民族联盟党的使命与前途

6月8日,一个以华人主导筹建的政党——民族联盟党在温哥华宣布成立。该党的成立立刻引起了中英文媒体的广泛关注。赞扬者有之,批评者也有之,一时间华人参政的话题引来议论纷纷。赞扬者认为它代表着华人参政进入了历史的新阶段,有着“划时代”的象征意义;批评者分为两派,一派认为这又是一场儿戏闹剧,对其嗤之以鼻;另一派则认真严肃地指出该党的各种失误,希望它克服困难发展壮大。

对于“划时代论”和“闹剧论”,本文不敢妄加置言,对于第三派笔者倒有不同看法。

通览近几日的媒体评论,该党的策略失误大概有以下几个方面:一是错将社团当政党,这被看作为日前社区“最直接和响亮”的负面声音。二是错打族裔 牌。由于缺乏同主流社会的沟通,在加拿大这个移民国家里给人以“华裔”政党的形象,以致于引发《The Richmond Review》的“中国威胁论”。三是该党党纲不明确,选民基础模糊。

这实际上是在问询,该党究竟是不是一个“政党”?它的执政纲领和选民基础是什么?

首先是“民族联盟党”的性质,即该党究竟是一个仅仅代表华裔族群的利益集团,一个有着公益诉求的代表各国移民利益的社会运动组织,还是有明确执政纲领,以执掌政权为目标的政党?

据环球华报网报道,该党领袖陈卫平先生曾指出,“民族联盟党要以华人的名义发声”。该党关注的焦点是华人新移民所遇到的困难,就目前来看其最踊跃的支持者也是加拿大乃至世界各地的华人。有媒体指,该党类似于以往华社中的“参政联盟”,是为了本集团的利益诉求参与到民主制度中的压力集团。

其实,利益集团、社会运动组织和政党虽然形式不同,但却都有着明确的政治诉求和特定的社会选民基础,它们的界限有时非常模糊。今天美国的“劳联- 产联”只是在现有政治格局中维护有组织劳工的利益,并没有更加宏大的政治改革目标,是地地道道的排他性利益集团。但是1864年国际工人运动的领导组织 “国际工人协会”究竟是利益集团还是政党就不那么容易讲得清楚了。

如果利益集团和社会运动组织超越了小圈子,具有更多的公益心,为公共利益而奋斗,就会发展成政党。如果“民族联盟党”的工作就是呼吁、影响现有的加拿大各大政党,要求它们关注华裔的生存状态,那么实无组建政党之必要。但是,“民族联盟党”的创始人及其党纲表明,该党致力于“将加拿大建设成为一个适于各民族移民生活的自由民主国家”,倡导民族团结、反对种族歧视、维护少数族裔权益。这就成了一个对各族裔开放的具有普遍“公益”目标的组织,因而与当下盛行的各 类新社会运动,如环境保护运动、女权运动、和平运动以及人权运动、劳工运动等一起构成了所谓“新政治”的一部分。而这种“新政治”同政党的关系如何,看看 环境保护运动和绿党的关系,大家就可以一目了然了。

这样看来,“民族联盟党”是可以成为一个政党的,但是它必须提出更多的超越“华人”小圈子的公共诉求,进而成为全球化时代“新移民”的代言人,成 为不分种族的真正的“移民党”。这在新保守主义盛行,左翼民主党和新民主党不断向右转,以移民为核心的新贫困人口不断增加的北美是极其必要的。

政党虽然以执政作为最终目标,但并不排斥其发挥更加多样的社会功能。“移民党”的选民基础和关注焦点对于一个政党来说可能仍然过于狭小,但这并不 影响它在加拿大多党制的政治体制中成为一个小党,而小党也常常改变历史。19世纪中期美国的一个小党“自由土壤党”将废除奴隶制作为政治纲领提上了政治议 程;19世纪末和20世纪初的“平民党”、“进步党”依靠强大的社会运动,促使美国从传统的自由放任转向国家干预,为“新政”的到来开启了先河,为民主党 赢得了长达半个世纪的政治主导地位。小党常常将大多数人所忽视的问题和小部分人最关心的问题提上政治议程,引起社会的普遍关注,从而直接促进问题的解决。 美国历史上的“绿背纸币党”、“白银党”甚至“绿党”就是起到了这样的作用。今天的加拿大处在全球化的风口浪尖,移民大潮风起云涌,其所积压的社会问题往 往为主流社会所忽视,此时诞生的“民族联盟党”不但恰逢其时,而且有着深厚的社会基础和时代背景,为什么就不能成为一个政党呢?

既然是政党,就要行政党之实。民族联盟党不是鼓励华人通过参加其它加拿大的主流大党来反映民意,而是公开打出自己的旗号,立场鲜明的发出自己的声音,将华人和其它族裔移民的要求写在自己的大旗上,因而也就最引人注目。

在这面大旗下,“民族联盟党”的选民基础是非常确定的,那就是以各族裔的移民为核心,团结卑诗省和加拿大的中下层民众,反应他们的利益。少数民族 权益和移民利益是无法仅仅靠市场取得的,必须得到政府和社会各界的帮助,因此必须扩大政府的行政干预力量和扩大社会立法,增加教育培训的公共投入、鼓励中 小企业、加强社区团结、增加新移民服务、承认海外资历。

为了实现上升纲领,“民族联盟党”可以和其它政党建立政治联盟,共同谋求公共权力。华人建党不仅实属必要,而且完全可行。

If you’re a Canadian resident, 14 years or older, and do not belong to another federal political party, simply fill out the required information on the screen and continue through the online forms. Here is the membership application of the Nation Alliance Party: I certify that I meet these Conditions of Member a. I am a Canadian Citizen or Permanent resident of Canada b. I actively support for the founding principles of the NAP c. I am at least 18 years of age Let alone the grammatical mistakes, NAP is not capable of creating their own membership application form. Apparently, NAP copies from PC - a tradition from 义乌. If NAP cannot create an application form without copying, how can we trust them to develop policies for the country and to lead us across the Red Sea. I have sent an email to both NAP and PC.

If the above is a resume, it explains why lots of immigrants cannot find a professional job. The presentation is neither chronological or achievement based. Did Mr. Chen go to Australia to attend his MBA program? Did he have immigrant status there? If no, the statement he migrated from Australia can be a misrepresentation. If yes, why didn't he say he migrated from China to Australia and to Canada? He should have disclosed his achievements. What has he done in and outside Canada? He needs packaging skills to promote his "credential" that he will lead the immigrants to the new world.

I have read the web site but cannot find the founding principles. If they are not provided, how can I accept them? This sentence is not legally binding. NAP needs a lawyer to re-write all their stuff. Support for? Say support.
