范京辉致警察总长公开信（英文原文）

RE: Mrs. Rosa Chan's Racially Discriminating View
Published on Sing Tao Daily on 2 March 2004

Dear Chief Fantino：

I am writing on behalf of Sino-Canada Trade Promotion Organization to protest against Mrs. Rosa Chan, Consultant to Chief of Police, who published on Sing Tao Daily on 2 March 2004 a strongly biased view that “many new immigrants from Mainland China chose to reside in Toronto and the Weston society found it hard to accept their code of behaviors because they are greatly different from the past Chinese immigrants in cultural background,” and also that “the fact that many new immigrants from Mainland China chose to settle down in Toronto will cause tension in racial relationship.” (Please see Sing Tao Daily, A3, 2 March 2004, published in Toronto). The racial discrimination expressed in her view is shocking to most Chinese immigrants and has generated a profound resentment from the Chinese community in Toronto, particularly among new immigrants from Mainland China.

I myself immigrated to Canada from Mainland China. I chose Toronto as my residence city because she is an international metropolitan well known for her harmonious multi-racial relationship and her official support of multiculturalism. When I arrived, I was greatly pleased to see a city where immigrants from all over the world, of different religions, and with various educational backgrounds live together in peace and harmony. I am grateful to the warm reception that I received from this multi-cultural community and proud of myself to become a member of such a multi-cultural community.

Mrs.Chan’s strongly biased view, however, deeply hurt all new immigrants’ feelings and greatly damaged the positive image of the new immigrants from Mainland China in Toronto. It undermined the solidarity of Chinese community. Besides, by airing such a view, Mrs.Chan, as a Consultant to Chief of Police, chose to be blind to an obvious fact, that is, criminals might come from any community, and crimes are not confined and defined by certain district, certain race, or certain cultural and religious backgrounds.

Mrs.Chan is a Canadian citizen, but she challenged The Canadian Multiculturalism Act laid by the Federal Government of Canada by openly airing her racially discriminating view. Moreover, her implicit discrimination against the new immigrants from Mainland China, to whom she should have shown more sympathy than hostility, is very likely to mislead the Police’s policies in her official capacity of the Asian Consultant to Chief of Police, and consequently and finally maim the function of Toronto Police Services in Chinese community. The harm is irrevocably done and Mrs. Chan still personally owes an apology to the new immigrants from Mainland China.

More important, in order to sustain our harmonious community composed of different races, different religious beliefs, and different cultures, in order to avoid any further harm that such a racial discriminating view as aired by Mrs.Chan might do, and above all, in order to reassure the new immigrants of their confidence in The Canadian Multiculturalism Act, I hereby strongly suggest you dismiss Mrs.Chan, Consultant to Chief of Police.

致：多伦多警察总局 范天奴 总长

尊敬的范天奴总长阁下：

本月二号，多伦多警察总长顾问议会成员陈林暖碧，在多伦多《星岛日报》上公开散布“大量中国大陆新移民定居多伦多市，他们的文化背景与传统的华人移民不同，西方社会很难接受他们的处世方法”、“大量大陆新移民定居多伦多市，会造成种族关系紧张”等含有严重族裔歧视的错误观点（详见三月二日多伦多《星岛日报》A3版）。此事件在多伦多华人社区、尤其是中国大陆新移民当中引起强烈不满。

我是一名来自中国大陆的新移民。我之所以选择移居多伦多，皆因多伦多是一个多种族和谐、倡导多元文化的国际知名大都会。来自世界不同地区、持有不同宗教信仰、接受不同文化教育的各个族裔移民，都能在这里和睦相处。我为自己能成为多伦多的居民而引以为荣。

陈林暖碧的错误观点，严重损害中国大陆新移民在多伦多主流社会的正面形象，同时也分化了华裔族群内部的团结。这位警察总长顾问议会成员的错误观点更忽略了这样一个事实：害群之马无处不有，罪案的发生并非仅仅局限于某一地区、某一族裔、某一文化及某一宗教背景。

陈林暖碧身为加拿大公民，持有如此严重的族裔偏见，就是公开挑战加拿大联邦政府的多元文化政策；而作为警察总长顾问议会中的华裔成员，持有如此严重的族裔偏见，则难免会误导多伦多警局的警务政策，也影响了多伦多警察总长顾问议会在华人社区的良好形象。

为了确保不同族裔、不同宗教信仰、不同文化的加拿大社区能够永远和睦相处，让任何持有族裔偏见的人士引以为戒，我个人强烈建议您解除陈林暖碧在警察总长顾问议会中的成员资格！

作为“中国大陆新移民”中的一分子，我对上述言论表示强烈的抗议。

为了确保不同族裔、不同信仰、不同文化的各个社区能够在加拿大这个大家庭中和睦相处，让任何持有族裔偏见的人士引以为戒，在此，我强烈要求：

多伦多警察总长顾问议会成员陈林暖碧应当尽快在《星岛日报》上刊登书面声明，向多伦多所有“中国大陆新移民”读者公开道歉！

我衷心地祝愿此类事件今后永远不会再在多伦多、乃至加拿大全国境内重演！
