天气这么冷安省1400户被断电 厅长写信求情

今年冬天不说非常冷,没有很多人“冻成狗”,但如果家里断电,那会是个什么情况?想当年,也就是2013年圣诞节前突如其来的冰灾,让多伦多不少家庭饥寒交迫,但那毕竟是老天爷的意志。也许你想不到,时值隆冬,天寒地冻之际,安省至少有1400户被电力公司断电,这该不算天灾了吧,应该是不折不扣的“人祸”。

这个情况引起安省保守党的注意,他们以“为民请命”的姿态,一再催促执政自由党的能源厅长Glenn Thibeault(下图)做点事情,给安省能源局OEB(Ontario Energy Board)发出指令,让属下电力公司为断电用户恢复供电,以便他们度过难挨的冬天。

这位厅长大人早前回应说,他不是不愿意这么做,而是他没有权力这样做,因为安省能源局是独立机构,即使他这个厅长也不能对他们指手画脚。

不过他今天表示,感觉确实应该做点什么,于是向本省的供电公司写信求情,请他们高抬贵手,自愿性地为那些惨遭断电的可怜巴巴的用户恢复供电。

他在信中强调:“无论如何,也不管在什么情况下,客户都不应该因为未付电费而被断电。”

好消息是,厅长的求情信起了作用,至少安省电力局(Hydro One)已经表态,对于拖欠电费的用户,他们将不再采取断电的措施;与此同时,将为已遭断电的1400个用户恢复供电。

用户须知:电力局在断电之前应该做的十件事

  • 如果用户拖欠电费,电力局应该在断电之前10天发出通知;
  • 如果用户家里的病人有医生证明,断电或给病人及其治疗带来相当大的负面影响,那么电力局应该在断电之前60天发出通知;
  • 电力局的停电通知(Disconnection Notice)应该包含“低收入能源补助计划”LEAP(Low-Income Energy Assistance Program)的详情,给合乎资格的用户申请LEAP的机会,以便他们获得政府补助解燃眉之急;
  • 对于已经申请“低收入能源补助计划”的用户,电力局应该在断电之前21天发出通知。换言之,申请了LEAP的家庭有总共21天的宽限期;
  • 停电通知提供有关拖欠付款计划和平等结算选项的信息;
  • 停电通知提供适用于低收入家庭的电费补贴计划OESP(Ontario Electricity Support Program)的相关信息;
  • 电力局在决定对某用户断电之前,应作出合理的努力与该用户联系,比如在断电48小时之前,或是致电联系用户,或是派人到用户家中造访,以便讲清情况作出解释;
  • 停电通知也要清楚列出断电之后,一旦恢复供电用户所需支付的服务费或其它费用;
  • 通知要附上一份由消防局办公室(Office of the Fire Marshal)印制的防火安全细则以及其它类似安全守则;
  • 如果用户装有智能电表(smart meter),电力局不能仅依靠预估的电费来采取断电措施。

    In January 10, 2017, the weather was very harsh. The heavy snow was followed by heavy freezing rain. After I finished my work, I was getting wet on the way home. I was hurry to go to my apartment and wanted to have a hot drink. When I went to home, there was no electricity. I thought it may caused by terrible weather, but my neighbors had lights on. I believed it might by my unit power supply problem. I asked my building manager, he told me there was a guy from ENERCARE came. The power was disconnected by ENERCARE.  The manager called ENERCARE, a lady picked the phone was very strong to tell us ENERCARE did not receive any payment. My utility is include in rent. I felt very angry. After I kept calling and told them it was a mistake, they finally sent a guy came to connect after three hours. I was hungry and can not go out because outside was very slippery. The freezing rain was very heavy. I really need to rest for my next morning work for my living, but I lost my time to relax because their shut down action.

    Later, I found out that a tower beside my building. There is a same apartment number in that building. The person did not pay the bill. I can not image that the company has a such mess management. They do not know their service location.

    So far, they still do not feel guilty for making me suffer for three hours.

    如果电费没有那么贵,省民怎么会交不起电费?
